Whey is the byproduct of cheese, the liquid that remains after it has been strained is what you would call whey. It is used in protein bars and similar foods as a supplement because it is high in protein.
Even though it is high in protein which is what a lot of people would look for when trying to build lean muscle, it also has some downsides. Not everyone can consume this and some may even be allergic, may get digestive issues or other problems.
It is also a highly processed protein compared to others, it does come from dairy but it isn't found in nature.
